I got four of these and mounted them onto my Corsair H100 in push/pull... with the h100 set on low you can barely hear them, on medium there is a slight dull hum... yes these fans can get loud at full speed but they are still much quieter than the stock h100 fans and seem to do a much better job as well. Under load my FX-8120 runs ~50C at 4.5hgz on 8 threads on the medium fan speed.
These fans sure move a lot of air, and are very strong, but they are also quite loud - louder than what I expected at least... I knew I was not going for a quite fan, but now with 4 of these in my PC, these are very loud... as loud as putting any modern GPU fan to 100%, which is pretty loud.
I bought 6 of these for CM830 Case for summer cooling, and I have to say they are AMAZING. Very cheap, came to about $56 total and I would definitely recommend this brand to anybody who needs fans and doesn't care about the noise. The only thing you need to watch out for is the 3 pin connectors don't seem to want to come out of hookups on extender cables and molex adapters. Just give it an extra tug and they'll come out.

These things are not loud at all, even on full blast they arent near as loud as a large house fan. If you think that these fans are loud, do not get a job in IT servicing servers that run Delta's and similar very high performance fans.
I used this 3 pin fan on my heatsink. Although its only 3 pin I was able to throttle it in my bios. Below 45 degrees it runs at 60% and is pretty quite. It brought my temps down on an older PC and I tried it with the OCZ vendetta 2 and it is a lot better then the stock fan. I will only give it 4 stars because its not 4 pin.

Powered my computer on and wow, these thing sound like my entire case would start hovering around my house. Great for cooling, but they're pretty loud. I'm perfectly fine with me though.
